New Statesman: The Fateful Chancellor: What the end of the Merkel era means for the world

 Yet Merkel is also fiendishly hard to define. She is a Protestant woman scientist from the former East Germany in a political family (the CDU and its Bavarian ally the Christian Social Union or CSU) dominated by male Catholic lawyers from West Germany. She has been hailed as a progressive icon and defender of liberal democracy, yet is also a paragon of small-c conservatism and has been frustratingly reluctant to stand up to autocracy. She is a global power broker in an age of swaggering strongmen, yet is unflashy in her personality and habits; she lives in a modest flat and can be seen doing her own grocery shopping in a central Berlin supermarket. She has called multiculturalism “a grand delusion” yet is perhaps best known for admitting one million mostly Middle Eastern migrants at the peak of the migration crisis in 2015. She is profoundly interested in history yet travels light, ideologically and strategically, in her own style of leadership. [...]

Merkel is also fascinated by the 19th century and how a seemingly sophisticated world collapsed into the carnage of the First World War. The 60th birthday lecture was delivered by Jürgen Osterhammel, author of The Transformation of the World (2009), a history of that first age of globalisation and the uncontrollable, disruptive effects it unleashed. In 2018 she urged her ministers to read The Sleepwalkers (2012), Christopher Clark’s account of what Merkel herself called “the violent juggernaut of 1914”. “I am afraid that open societies in the post-Cold War world are more in danger than we realise,” she once said. That method has three main elements. The first is strategic inoffensiveness. Though wryly funny in private (her impressions of other world leaders are the stuff of Berlin political legend), Merkel’s public demeanour is usually bland to a fault. Where others lead from the podium, with soaring rhetoric and sharp dividing lines, her hedged and vague use of language can verge on the anaesthetic. Critics have called this “asymmetrical demobilisation”, the practice of diffusing conflicts and denying opponents substantial grievances with which to mobilise their voters. Merkel herself has acknowledged the advantages of avoiding drama (“in calmness lies power” is one of her mantras) and has achieved a sort of apolitical status. “She’s a bit like the Queen of England,” says Khuê Pham, an essayist for Die Zeit newspaper: “Her political style is ‘you know me, you can trust that I am going to do the right thing’, not a discussion about what she wants to do.” [...]

“Her biggest single historical failure was the eurozone crisis in 2010,” says Garton Ash. “She had the chance to convince Germans of the case to make the eurozone fit for the 21st century, but she did not use it. It was one of those moments where the chancellor has an extraordinary power to lead and she missed that chance and let the narrative of the idle, corrupt south preying on the virtuous north become established in German public opinion and politics. It took ten years and a pandemic to overcome that.” When bailouts became imperative to pull the eurozone back from the brink she presented them not so much as desirable but merely alternativlos (“without alternative”), a term with which she has become associated.

 Margaret Heffernan explores the fine art of decision making in times of uncertainty. We make decisions all the time which affect our personal lives, but what about the decisions which affect the lives of many others? How do you decide, when the well being of a nation or the success of a company are at stake, but the path is unclear because the risks cannot be quantified? A desire for more data, the temptation to procrastinate, a reluctance to admit mistakes and the outsourcing of decisions to machines can all lead to bad decision making, so what processes and practices, leadership qualities and attitudes of mind can serve as the best guides? Senior politicians, public servants, business people and academics share their insights based on past failures as well as successes, and suggest ways of better decision making in an increasingly uncertain world.

CityLab: Copenhagen’s New Artificial Island Hits Rough Seas

 This March, the Danish Parliament starts deliberating on a massive engineering project: the construction of a new artificial island called Lynetteholm. If approved, a 1.1 square mile (2.8 square kilometer) land mass will emerge from the harbor waters just north of Copenhagen’s city center; by 2050, it could be built-up with enough homes to house 35,000 people. [...]

On February 22, officials in the Swedish county of Skåne, connected to Copenhagen by the Øresund Bridge, said that they opposed the project because it risked altering ocean currents. “The Øresund is a narrow sound with a very fine environmental balance in its waters, and we need to keep it healthy,” Kristian Wennberg, head of Skåne County’s water services, told CityLab. “There is risk of contamination, and of a reduction of water flow into the straits. The Baltic Sea is already not in the best state and we don’t want the slightest modification.” [...]

Other critics point to a flaw in the model itself. When the city’s first metro line opened in 2007, it exceeded its initial budget by over three times and attracted fewer riders than initially predicted. This left By og Havn saddled with higher-than-expected debts, and thus under ever more pressure to develop its sites for maximum profit. While By og Havn has clarified that its finances are indeed sound and sustainable, the need to keep the financial ball rolling does put pressure on them to find (or create) new land to develop. Lynetteholm’s environmental impact study failed to allay these fears, critics say, because it looks only at the island’s immediate construction in isolation, without also assessing the potential effects of future harbor tunnel construction, metro expansion and the transferral of water treatment works currently occupying part of the island’s site. So while the tunnel and metro are cited as key reasons for the island’s construction, there is as yet no material to assess their impact. An editorial in the Danish engineering publication Ingeniøren said that preliminary studies for the harbor tunnel and beltway aren’t prepared yet. Danish politicians are eager to fast-track the project, the editorial alleges, because alternative development schemes might “appear less fancy and magnificent in the legacy of former mayors and prime ministers.”

Nautilus Magazine: Digging Deeper Into Holocaust History

 The history of the uprising was written in part by those who escaped. “They tell us what happened in that final moment,” says Freund, who has led archaeological investigations into Jewish history in Israel and Europe. But the story of the Warsaw uprising, and the Holocaust, is not complete. Holocaust survivors and their stories are dwindling. Now geoscientists have stepped in to fill in the historical gaps. By employing geophysical mapping and soil sampling, among other techniques, they have located mass grave sites—there are an estimated 200 such sites in Lithuania alone—corroborated testimonies of daring escapes, and unearthed the remains of a once-thriving culture. “Science is the next frontier that will speak about these sites,” Freund says. Geophysical techniques provide a way to locate and preserve sites that have been built over, as is often the case in Holocaust sites across Europe, even locating them under the canopy of vegetation. While certain sites will be excavated, the process of discovering them does not have to be destructive, as with traditional archaeology. Using non-invasive techniques means archaeologists can hold history in situ. Such non-invasive methods are a matter of being sensitive, too. “These are mass graves of people who are victims,” Freund says. “They have been victimized once and we don’t want to disturb them again by disturbing their burials.” [...]

Geoscientists have another ambitious project planned for this summer—searching for a lost cache of information about Nazi crimes and Jewish heroes in Warsaw. Between 1940 and 1943, an organized underground operation, comprising dozens of contributors, collected thousands of documents: photographs, drawings, writings, journals and tabulations, signed and dated. They put them into 2-feet-high metal milk cans and metal boxes, and buried them in the Warsaw Ghetto. Called the Ringelblum archives after historian Emanuel Ringelblum, the caches were buried in three different locations. In 1946, a survivor found the first of the milk cans. According to Freund, the archives were used as evidence in the Nuremberg trials. The second part was discovered in 1950. The archives were used in the trial of Adolf Eichmann in 1961. No one has found the third cache.

The Guardian: The mystery of the Gatwick drone

 The airport had been closed for 33 hours. More than 1,000 flights had been cancelled, and more than 140,000 passengers affected. “It showed the serious risk of drone intrusion, and how quickly that could bring an airport to its knees,” said John Strickland, an aviation consultant. In total, 170 drone sightings were reported, 115 of which were later deemed “credible” by police. But neither Mitchell, nor any of the news crews camped out for two days, had managed to get a photo or video. Neither had any of the thousands of passengers and airport staff on site; no one who reported a sighting had captured an image on their phone. [...]

Military drones such as the Reaper or the Predator are capable of flying hundreds of kilometres and staying in the air for more than 24 hours at a stretch. But most drones do not have anything approaching this capability: they vary in size, but most are, even with their arms extended, no bigger than a laptop. They struggle to fly in wind or rain, and have limited battery life. Top-tier consumer drones can travel for up to five miles, but have a maximum flight time of about 30 minutes. Custom-built drones might manage up to a couple of hours, but not much more: larger batteries add weight, which uses up more battery. “If someone were flying drones for hours, they’d need a carload of batteries,” Ryan told me. When Hudson first heard about Gatwick, “I thought this was some absolute idiot and I wanted them caught.” But then he realised “the basic facts don’t add up”. Sussex police had mentioned lights in the corroborated sightings. But if someone had planned the attack, to the extent that they had procured scores of batteries and hacked the drone’s in-built geofencing software – which uses GPS to stop drones from flying into restricted zones such as airports or prisons – then why would they leave the lights on? “You’d disable them,” said Hudson. Hudson looked at publicly available information: photographs taken during the incident, and statements by Sussex police. Since then, he has identified inconsistencies that he believes undermine the claim that there were drones at Gatwick. Soon after we first spoke, Hudson sent me a long email, including a timeline of tweets and photographs posted during the incident, highlighting contradictions. (“Did he send you four A4 pages with closely typed text and diagrams?” another drone-flyer joked. “It’s one of Ian’s pet subjects.”) The photos he included showed military counter-drone systems being set up on 20 December, the second day of the shutdown – and tweets by Sussex police mentioning sightings after this point, right into the early hours of 21 December. This included one cluster by “credible” witnesses – airport staff and police officers.

 Laurie Taylor talks to Annie Kelly, a researcher of the Digital Far Right, about the QAnon conspiracy theory and why it has attracted a striking number of female followers, many of whom are mothers. She argues that their rhetoric and slogans have cleverly smuggled legitimate concerns about the welfare of children into a baseless and dangerous set of entirely false claims about the nature of child trafficking. What role have social media sites dominated by women played in the circulation of QAnon theories and how can they be challenged?

Also, Nina Jankowitz, Global Disinformation Fellow at the Woodrow Wilson International Centre for Scholars, examines Russia’s role in the spread of disinformation, not only in the USA but also in Eastern and Central Europe. What lessons can be learned from these experiences? She argues that the best types of disinformation are able to amplify and exploit the already existing divisions in society, including racism and inequality in the US context.

UnHerd: Why architecture is political

 Architecture is an inherently political act, which is precisely why it is so contested. It is the grandest and most permanent marker of a civilisation, and the clearest and most dramatic expression of a society’s relationship to power. Consider, on the one hand, Trump’s executive order, one of the last of his administration, mandating neoclassicism as the house architectural style of the US federal government; on the other hand, see the New Statesman’s neurotic fear of classical architecture as a form of fascism wrought in stone. Architecture is not just the expression of our positive political values, but also of the pathologies and debilitating culture wars enfeebling our civilisation. [...]

Yet leading up to the Acropolis, winding its way around the ancient hills of Athens, was an alternative vision of modernity, neglected, under-appreciated but far better suited to our current political moment. In the middle of the 20th century, the Greek architect Dimitris Pikionis was tasked with replacing the ugly asphalt road that led to the Acropolis. Hiring provincial stonemasons, accustomed to working in a vernacular style, and using as his materials marble blocks from 19th century buildings recently levelled to create the concrete cityscape of modern Athens, Pikionis fused his aesthetic interest in Modernist art with his appreciation of the old, the worn and characterful. [...]

Yet Critical Regionalism, as outlined by Frampton, is not a retreat into the vernacular, which he expressly warns against as lazily reactionary, and carrying within it the incipient threat of totalitarianism. Frampton cautions against the “demagogic tendencies of Populism” in architecture, “the simple-minded attempts to revive the hypothetical forms of a lost vernacular.” Instead, he argues, the task for architects is to achieve a “self-conscious synthesis between universal civilisation and world culture.”

In practice, this means marrying the best of the vernacular tradition — a sensitive appreciation of place, climate and culture, the tactility and warmth of natural materials, a rootedness in the specifics of the local and a suspicion of the bland totalitarianism of modernism — with an awareness that we cannot undo the Modernist moment; we are moderns, and any attempt to undo this basic fact will result only in a feeble and debilitating pastiche. [...]

Critical Regionalism is inherently post-liberal in its vision of the good; it is open to the world, not narrow and exclusive, yet rooted in the specifics of place and culture. Instead of defining itself by what it is not, and locking itself into a futile and mutually destructive cycle of opposition to liberalism, perhaps post-liberalism can be profitably reimagined as a form of political Critical Regionalism: alive and responsive to the values of community, tradition and localism, yet at the same time willing to take what is good from liberalism, what is genuinely superior to what came before it, and to reshape it to its own ends.

Nautilus Magazine: What Did the Past Smell Like?

That’s a question with which the minds behind “Odeuropa” will have to grapple. Launching this January, it is a $3.3 million, three-year, multinational project on the collection and recreation of smells in 16th- to early 20th-century Europe that will marry historical and literary analysis with machine learning and chemistry. The project is pioneering and also, in a year of COVID-19 induced anosmia with sensory-deprived lockdowns, timely.2 We became aware of our need for environmental stimulation—and the undervalued power of smell. [...]

Descriptions of odor also are culturally mediated. A 2016 study showed that even French and Franco-Canadians today may not agree in their experience and evaluation of the same odor3: For the French, for example, wintergreen was rated much less pleasantly than for French-Canadians. “In France, wintergreen is used more in medicinal products than in Canada, where it is found more in candy,” a press release for the study stated. “Anise was rated similarly in two cultures but was described more often as ‘licorice’ in Quebec and as ‘anise’ in France.” Intricate cross-cultural differences make for intriguing anecdotes. But they are hard to document. [...]

Odeuropa opens up a new sensory experience of history. The researchers will create a catalog of past scents by digging through 250,000 images and thousands of texts (in seven languages), ranging from medical descriptions of smells in textbooks to labels of fragrances in novels or magazines. Machine learning will help to cross-analyze the plethora of descriptions, contexts, and occurrence of odor names (such as tobacco, lavender, and probably horse manure). This catalog serves as the conceptual basis for perfumers and chemists to create fragrant molecules fitting 120 of these descriptors. [...]

Part of the Odeuropa team is a research project called Smell of Heritage, carried out by Cecilia Bembibre, a doctoral student in heritage science at University College London. Heritage scientists look to come up with new ways to study materials and collections that make up cultural heritage, as well as how the environment interacts with it. Bembibre, for example, analyzes and archives culturally essential aromas. “In the heritage context,” the Smell of Heritage website states, “experiencing what the world smelled like in the past enriches our knowledge of it, and, because of the unique relation between odors and memories, allows us to engage with our history in a more emotional way.” [...]

The historical conservation of smell visualizes (for lack of a better term) our need to directly experience and engage with the changes in our history’s materiality. In a world accelerating the digitization of knowledge and the virtual documentation of other people’s lives, we should not forget about our desire to sensually experience. It’s vital, for me at least. Things like virtual reality, which can persuasively simulate visual, auditory, and even tactile sensations, won’t feel convincing enough without also incorporating smell, the next and perhaps ultimate frontier, given how difficult it is to substitute. A fan of the outdoors like me wants to get a whiff of the horse poop.

Psyche: When does a human embryo have the moral status of a person?

 As these arguments rage on, technological breakthroughs in embryo culture that make it easier to keep embryos alive in the lab for longer are putting greater pressure on the 14-day rule. For decades, the rule was relatively academic. In reality, sustaining an embryo outside of the human body beyond seven days was long considered a near-impossible feat. But this has begun to change. In 2016, scientists in both New York and Cambridge grew human embryos for 13 days, pushing against the limit of the regulations. Then in November 2019, a group of scientists at the Yunnan Key Laboratory of Primate Biomedical Research in the Chinese city of Kunming published a study that sent reverberations throughout the world of reproductive medicine – they’d successfully cultivated monkey embryos for 20 days. [...]

So, the benefits to human health of extending the 14-day rule could be sizeable, but those who oppose the change fear that it will be a slippery slope towards an ever-increasing time window for human embryo research, and also lead to the approval of other reproductive technologies that remain highly contentious. For instance, concerns were raised at a discussion held by the Nuffield Council on Bioethics in 2017 that extending the 14-day rule could help pave the way for the legalisation of human germline engineering, which would allow clinics to create genetically modified babies via the editing of embryo genomes. Giulia Cavaliere, a bioethicist at Lancaster University, is among those warning that extending the limit for embryo research could risk undermining public trust in scientists and regulators. [...]

In this debate, the ultimate dilemma has to do with the moral status that we attribute to embryos. Some people feel that any embryo, from the point of fertilisation, has the same right to protection as a newborn baby, and so cultivating it purely for research would be wrong. Others maintain that embryos are simply a ball of cells, and so don’t warrant any special rules. Somewhere in the middle lies the gradualist viewpoint whereby an embryo is seen as growing in moral value as it develops, eventually acquiring, at some point before birth, the status of a person.

Nautilus Magazine: We Never Know Exactly Where We’re Going in Outer Space

In the early 1960s, during the space race, neither American nor Soviet scientists really knew where planets like Mars or Venus were—especially at the accuracy and precision essential for spacecraft navigation. That may sound faintly ludicrous. They of course knew roughly where a target like Venus would be when a spacecraft got there. But “roughly” in this context might be an offset of 10,000 or 100,000 kilometers. Planetary positions, their ephemerides, rely on the calibration of their orbits to extremely high precision over time. But the only way to do that properly is to make direct measurements, just as the mariners of old would need to sail right by an island or shoreline in order to nail down its latitude and longitude. [...]

It remains to be seen whether tiny spacecraft can carry the requisite computational toolkit or sensory and steering capacity to do this. The bright stars themselves might be the best markers to exploit, together with our own sun forming a navigational beacon. Tiny pulses from miniature laser diodes could provide thrust to maneuver with, and perhaps the key is to send hundreds, even thousands, of nanocraft, each with modest AI and an ability to learn from each other and to reach their goals in space and time through massive redundancy and the sacrifice of many. But when you’re trying to catch a flying bullet—whether star or planet—with another flying bullet, things can go wrong. [...]

In sending machines to other worlds, even to other stars, we have no choice but to fully admit our inaccuracies and imprecisions, to be entirely, brutally honest about our limited grasp of what’s out there. Even the laws of nature are deductions based on wholly imperfect measurements, whether of planetary orbits and gravity, or of the properties of logic and symbolic manipulation in algebra—the latter being “measured” through human minds and the machines those minds produce. The amazing thing is how well these laws let us model and predict aspects of the physical world, a capacity that has reassured and helped us for thousands of years. We have managed to turn the problem around, and can now predict the kinds of chaos that should occur across nature, from unsettled weather conditions and unstable stock markets to, of course, planets.
