Politico: Cuomo signs law allowing New York to hand over Trump's taxes

“Tax secrecy is paramount — the exception being for bonafide investigative and law enforcement purposes," Cuomo said in a release. "By amending the law enforcement exception in New York State tax code to include Congressional tax-related committees, this bill gives Congress the ability to fulfill its Constitutional responsibilities, strengthen our democratic system and ensure that no one is above the law."

The law allows the state Department of Taxation and Finance to share returns of top federal, state or local government officials — though not private citizens — with three congressional committees that have jurisdiction over tax matters at the request of their respective chair. [...]

It’s just the latest broadside from Empire State Democrats against the president. The state attorney general’s office, now headed by Tish James, has opened multiple probes into Trump’s businesses and charitable dealings, including the forced shutdown of the Trump Foundation in December 2018.

Politico: Pelosi tells Dems she wants to see Trump ‘in prison’

“I don’t want to see him impeached, I want to see him in prison,” Pelosi said, according to multiple Democratic sources familiar with the meeting. Instead of impeachment, Pelosi still prefers to see Trump defeated at the ballot box and then prosecuted for his alleged crimes, according to the sources.

They said she was expressing solidarity with pro-impeachment Democrats who want to hold the president accountable while disputing the idea that it is now time to take that step. Pelosi has long argued that certain conditions must be met before Democrats begin impeachment — public support and strong bipartisan backing, neither of which have so far materialized. [...]

But not all committee leaders were supportive of the impeachment inquiry. Both Schiff and Neal argued that if Democrats are going to open an inquiry, they should also be prepared to impeach Trump, which the caucus isn’t ready to do, they said. Cummings also sided with Pelosi, according to a source. [...]

In reality, the speaker and her top lieutenants have been trying to tamp down a rebellion within the caucus, as close to 60 members have publicly declared they want to begin impeaching Trump.

Vox: Contempt of Congress and what it means for William Barr, explain

Contempt is another way for Congress to get subpoenaed documents, by asking the US attorney of the District of Columbia or the Department of Justice to charge Barr with criminal contempt for not complying with a congressional subpoena. In theory, a charge of contempt could result in a fine or jail time for the attorney general (though in reality, that likely won’t happen).

As serious as contempt sounds, it realistically won’t amount to more than Congress sending a powerful message — unless Democrats pass a different resolution to authorize suing Barr and the Trump administration to try to get the Mueller report. [...]

But it’s crucial to remember Congress is just making another a request here — if a more strongly worded one. Actually getting the executive branch to comply can be difficult, precisely because the executive branch is the one with the power to prosecute the individual who isn’t complying with the subpoena request. [...]

That itself is risky. If a judge rules against Congress and in favor of the Trump administration, it could set new legal precedent that could make it easier for future presidential administrations to withhold information from future Congressional committees.
